(En)lightening talk with Rodrigo Brandão, University of São Paulo

SCOTLIN is delighted to announce another seminar from the (En)lightening Talks series. On 21 October 2022, h. 15:00, Rodrigo Brandão, University of São Paulo, will hold a presentation as part of our series of (en)lightening talks on: "Bureaucratic Capacities and Responsible Uses of AI: A Challenge for Local Governments?".

This event's moderator is Dr Daria Onitiu, University of Edinburgh.

This is a hybrid event held both on Zoom and at the Edinburgh Law School, the Moor Court room.

Abstract

The uses of Artificial Intelligence (AI) applications in the public sector are generally recent or experimental. This originality has given rise to positive and negative projections on the use of AI by the State. Amid social fears and hopes projected onto technology, the empirical literature on the use of AI by public agencies has found it challenging to move forward, often being summarised in discussions of pilot projects and speculations about its risks and benefits. Because of that, we still lack concrete references to guide the responsible use of AI in public administration, which poses the following questions: what are the critical institutional factors for such use to be possible? Do local public offices hold bureaucratic capacities to absorb and implement the guidelines that have lately been produced on responsible AI? Rodrigo’s talk explores these questions in light of recent data on the use of facial recognition technologies in public transport in the largest Brazilian cities.
